Katrina destroyed virtually every structure south of the CSX railroad track and damaged or destroyed virtually every structure north of the railroad track, taking the City’s property tax base with it.  Damage to City businesses devastated the City’s sales tax base.  Katrina caused approximately $80 million dollars of City FEMA-eligible damage to public infrastructure and in debris cleanup.  Without its property tax base, and with the devastating impact on its sales tax base, the City is struggling to find its 10% match for replacing its infrastructure.  (The City will receive 5% State share, at the end of the disaster.  The City must finance the “float” of the State’s 5% until the disaster closes out.) 

The City has need over and above the amount of FEMA disaster assistance and its required matching requirements.  FEMA will only replace the “blue book” value of items like heavy equipment, office furniture and equipment and vehicles used by non-patrolmen.  The gap between what FEMA will fund (at 90%) and what the City can buy is significant.
